Introduction and Implementation of the GOL Program

ABSTRACT
Introduction of the Workers Employability Guarantee Program (GOL) in Information Systems for Employment and Vocational Training.

Where: italy
Mission

Numerous challenges:

  • Complexity: GOL is a reform overseen at both national and supranational levels (EU, Regions, Ministry of Labor).
  • Timing: Funded by the NRRP (M5, C1), it is bound by deadlines related to funding, reporting procedures, and expected/generated benefits.
  • Enhancing employability: Aligning workforce skills with labor market demands through upskilling, reskilling, and targeted placement.
Solution

The solutions integrate Engineering’s specialized expertise:

  • Management tools for operators of Job Centers and accredited agencies for employment and vocational training; BI functionalities and monitoring for strategic and operational governance of services provided to citizens; self-service applications available to users.
  • Application cooperation tools and institutional partnerships among the involved information systems (Labor Information System, Social and Employment Inclusion Information System, Regis).
  • Organizational and methodological solutions, leveraging the logical labor market model and consultancy in areas such as workforce reskilling and redesign of internal processes within the involved administrations (regional labor departments, regional employment agencies).
Actions

The approach proposed by Engineering aims to enhance the domain expertise of its Labor Information Solution, overcoming the challenges of a highly VUCA (Volatility, Uncertainty, Complexity, Ambiguity) environment through the application of the "logical labor market model."

This model ensures strong integration among all components of the welfare ecosystem, leveraging Eng's top professionals in the digitalization of services, starting from the onboarding of beneficiaries.
