Labour Information System of Emilia-Romagna (SILER)

ABSTRACT

The project involves the development of a Labor Information System that centralizes the management of data and services related to labor policies, ensuring interoperability between the regional system, local authorities, and, at the national level, the systems of other Regions and the Ministry of Labor through application cooperation services.

Challenge
The Regional Agency for Labour of Emilia-Romagna manages employment services, including the monitoring of active labour policies. The main challenge is to ensure operational efficiency and integration among various institutions while meeting the needs of citizens and businesses. Objectives: optimization of employment services; integration of labour policies; adoption of a flexible organizational model.
Approach
A multidimensional organizational model has been adopted, supported by a Hybrid Approach, which has enabled the evolution of the Labour Information System, transforming it from a rigid platform into a modular and interoperable system. This model has facilitated the integration of services for managing active labour policies and interoperability with various entities (MLPS, Regions, Sviluppo Lavoro Italia, INPS, SifER - Sistema Formazione ER). Thanks to the adopted approach, it has ensured operational continuity, adaptability to regulatory changes, and resource optimization.

The project aimed to enhance employment services through solutions such as a strategic monitoring system, for which business intelligence, AI, process mining, and automation have been implemented to optimize processes, collect data, and monitor performance. An electronic signature has been integrated to simplify interactions with citizens and ensure regulatory compliance.

Targeted methodologies were adopted to ensure efficiency and continuous process optimization, following an iterative cycle where monitoring and analysis allowed for the rapid adaptation of implemented solutions. The integration of user feedback throughout different phases ensured that solutions met user needs.

The project is ongoing, with a roadmap for further developments and optimizations.
