TEMA – Accurate Mapping and Forecasting for Emergency Management

ABSTRACT
Advanced Technologies and Tools for Natural Disaster Management (NDM)

Where: international
Challenge
Natural disaster management (NDM), such as floods and wildfires, requires advanced tools to interpret and predict complex phenomena in real time. The main challenge is to develop solutions capable of integrating and processing large volumes of heterogeneous data to produce up-to-date semantic maps and reliable real-time forecasts of event evolution.
Approach
Heterogeneous sources of data of extreme events — such as AI-powered edge smart sensors, satellite imagery, and geosocial content (texts, images, videos) — can play a crucial role in advanced emergency management. TEMA project develops cutting-edge technologies for real-time semantic extraction from multiple modalities and heterogeneous data sources, dynamic and semantically annotated mapping of the affected area, forecasting of the phenomenon’s evolution, and automatic response recommendation.
Solution

The TEMA project develops automated tools for accurate semantic mapping and near real-time forecasting of phenomena related to Natural Disaster Management (NDM). The main end-users are Civil Protection Agencies and First Responders. Since the catastrophic events addressed by TEMA affect the entire European territory, the research naturally takes on a transnational dimension, promoting interoperability between EU countries and regions. The NDM-as-a-Service functionality further strengthens this interoperability. ENG is responsible for the architectural design and leads the integration and validation of the technological solution, as well as providing the project’s cloud infrastructure.

The project has received co-funding from the European Union’s Horizon Europe programme (HORIZON-CL4-2022-DATA-01-01) – Grant Agreement No. 101093003.
